    BEIJING (AP) — An overloaded makeshift school bus collided with a truck in eastern China on Wednesday, killing 11 kindergarteners and the bus driver, state media reported. Three other children were injured.


    The accident happened in a rural area of Shandong province, the official Xinhua News Agency said.


    Citing police, Xinhua said a minibus hired by a kindergarten as a school bus was designed for eight passengers, but was carrying 14 children at the time of the collision.


    Overcrowding on buses is common in China. A series of accidents has focused public anger on school bus safety in rural areas, where there is a shortage of education funds and children are often forced to travel long distances because of school closures.


    The Penglai City Public Security Bureau, which covers Chaoshui Township where the accident happened, said in an online statement that the truck driver had been detained and the cause of the accident was under investigation.
